Reducing emissions while looking for solutions...

I've seen a lot of post's online for ideas on reducing emissions.
The one suggestion I have not seen, is the most obvious.
There should be a government mandate on the number of pistons a driver can have in his vehicle.
If it is an average citizen then they can have a 4 cylinder vehicle and no more, unless he wants to pay for a "carbon tax" which would be considerably more.
If they drive freight, produce and such, then they would have more cylinders for that classification.
I know there is a race for alternative fuels and solutions but we need to be doing something about the climate now, while we are "looking".
If just 'one' country in the World was to act on this, it would make a significant difference on the rapidity of global warming...imho
The cost is reasonable as it only requires a written law.
I'm sure the oil magnates would be upset because consumption would be more controlled and limited but we "the world" needs this now....
